In the early 1990s, there were 182 counties, 92 cities, and 30 townships.

Each county is governed by a Board of Commissioners.

The officials include Treasurer, Prosecuting Attorney, Clerk, Registrar of Deeds, and Sheriff.

Most cities have either mayor-council or council-manager form of government.
